photo (11KB)It was 10 years ago when Utonai-ko was designated to a Ramsar site in December 1991. The lake also joined to the Anatidae Site Network with the participation of Tomakomai City as the management authority in this April. The Ministry of the Environment build a new wildlife conservation centre beside the lake in this year. Tomakomai City manages the centre with its staff. The centre has a series of in-door displays for visitors to learn the biodiversity and ecosystem of the lake and a lecture room for education and awareness purpose. Nature trails have been settled along the shore of the lake in connection with the Nature Centre of Lake Utonai Sanctuary of the Wild Bird Society of Japan. A joint effort to educational use of the trails by both facilities is anticipated. Also, the wildlife centre has been engaged in the hospital for the wild birds and mammals wounded or in sickness and for thier rehabilitation to the wild again.

On 28 July, a ceremony was held in the wildlife centre by the Ministry of the Environment and Tomakomai City, with celebrating its opening as well as 10th anniversary of Ramsar site designation and joining Anatidae Site Network. The Chair of Anatidae Working Group, Mr. Masayuki Kurechi, joined the ceremony and presented its Certificate of Anatidae Site Network to the Mayor of the City, and he reported the importance of the lake in the Anatidae flyway in the ceremony. After the ceremony, a special lecture to the public was held in the centre: "Relationships between human and wildlife" by Dr. Mitsuko Masui, Yokohama Zoological Park.

Some ornithologists in the Anatidae key sites in the flyway assisted in the educational displays in the wildlife centre. They are a series of panels with message to the people around the lake and pictures from:

  • Dr. V. Pozdnyakov, Lena-Nordenskiold Biological Station, an Anatidae Network Site in Sakha Republic, Russian Federation;

  • Dr. Yu.N. Gerasimov, Kamchatka Institute of Ecology in Russian Federation; and,

  • Mr. T. Shimada, Miyagi Prefecture Izunuma - Uchinuma Conservation Foundation, a Ramsar site in Japan.

The "Action Plan for the Conservation of Migratory Anatidae in the East Asian Flyway" is a component of the "Asia-Pacific Migratory Waterbird Conservation Strategy", and the "Anatidae Site Network in the East Asian Flyway" is a programme of international co-operation to enhance the conservation of the wetlands of international importance for Anatidae (ducks, geese and swans) in the flyway under the "Action Plan". The "Anatidae Working Group" of Asia-Pacific Migratory Waterbird Conservation Committee oversees the implementation of these programmes with technical support from Anatidae Flyway Officer.
